I am not seeing anything on the back end that shows clear evidence of third party software.
I have attached the video a GM took of the incident. It does look suspicious but I see other similar lag spikes in the same BG un-correlated to combat on your end, and don't see this as a usual issue, so am lifting the ban (baring additional complaints/evidence).

i dont rly think he cheats ive played many arathi basins with and against him the guy just lags like crazy
