Remove the added glancing blow chance caster classes have

I think it would benefit the game a lot if caster classes didn't have the added 40% chance of glancing blows on melee attacks.
Removing it allows for more hybrid meme builds and eve if they will still suck they will suck a little less.
This would also be the first step needed to make firestone warlocks a thing, just saying.
