lvl entry for AV

what lvl should people need to enter AV TO PVP.

Perhaps you misunderstood me. I agree, that a purely 60s AV would be better. However, I don't see why we could not have a sub-60 bracket for it as well, maybe scaled to be more fitting in terms of mob damage and such. So very much similarly to other BGs; Make the brackets 51-59, and 60s in their separate category, as an example.
