Why is there offhands but no healing shields for pvp?

I really don't understand how shamans are running around one shotting people....Nobody can survive a feral druid opening up on them, hunters can spam viper sting entire bgs and make every clothie useless THE ENTIRE game, warrriors are stacking on people in piles sundering them to uselessness and ...
